Character Personality: Silver is hard-headed, stubborn, and above all: arrogant. Even as he continues to lose to the protagonist, he still holds that he is better than them in some way. It's not a baseless arrogance either – he is a strong trainer, he does have strong Pokémon, and being raised as the heir to the largest crime syndicate in the Kanto-Johto area gave him a lot of advantages... as loathe as he is to admit to it. It's not too far of a stretch to say that his caretakers (because, obviously, his dad would be too busy to do it himself) would show him the ins-and-outs of battling, especially since he was expected to carry on the Rocket line of work. It's why he's so confident that he's going to beat you when you first run into him outside of Cherrygrove City.

He's got the type advantage.

And he doesn't give up. He might admit to someone else's strength (like the protagonist's, or like “that dragon tamer's”) but not once does he ever say he's going to give up on becoming the best trainer ever, on becoming the Champion. The nice way to say this is that he's very, very goal-orientated. The meaner, but probably more accurate way to say this, is that he's kind of like a cockroach. It really doesn't matter how many times he's defeated, because he's just going to (try to) get stronger and he's going to do it all by himself.

His issue with relying on people goes back to a confrontation he had with his father after the latter disbanded Team Rocket. Silver was appalled at what he viewed to be a betrayal of his expectations of his father, of the mental image he'd set up about him by both stories and seeing what the organization was capable of doing. Unlike his father, he was going to become strong – he wasn't going to rely on anyone or anything. He refused to be a coward “acting like a tyrant in front of other cowards” as his father had. His strength, his confidence, and his courage would come from his own abilities.

This leaves him unable to form any real bonds with his Pokémon. While he's determined not to be like those weaklings Team Rocket or his cowardly father, he still views Pokémon as tools to be used in achieving goals instead of as friends or partners. It's not until far into the post-game that he starts to reconsider his views (and only with the taunting reminder from Lance that he wouldn't be strong if he couldn't, and the reinforcement of that with the protag's winning every battle they have against him).

Just because he doesn't have the same bonds with his Pokémon as the protagonist or – well, anyone else – doesn't mean he's weak, however. He's far from it. He wins countless battles through sheer force, starting at Sprout Tower (where he's warned by the Elder that the kind of strength he's seeking isn't (morally) the right one), going through the gyms, and finally landing at the gates of Indigo Plateau, where he haughtily states to the protagonist that the reason there weren't any trainers on their way through was because he defeated them all.

He's definitely a strong trainer and a strong person, but he's got a (metaphorically) weak heart that he's hardened in order to carry out his dreams and aspirations.

Character Abilities: Nothing notable – he's as human as anyone who isn't a Pokémon – though he's probably picked up some basic defensive hand-to-hand training since he didn't rely on Pokémon while he was out being a pouty brat about his old man. He'll be bringing his whole team – Sneasel, Magnemite, Haunter, Golbat, and Typhlosion.
Character Inventory: He tends to travel light, so he only has a few escape ropes (which are just regular ropes) and the five pokéballs his Pokémon are in.
Samples: A thread! (Technically, he's brought from a different canon point in this thread than what I'll be bringing him from now, but his attitude and personality don't change too much if at all on the surface. He's every bit as prickly towards you, and maybe even more so, after Ecruteak City.)

Third Person Sample:

Avoiding people is predictably hard in a crowded city like Saeng Seong, but he hasn't seen hide nor hair of Lyra – that in itself is a blessing. The cold weather isn't, and the humid (but warm) days he assumes will come after it are an even worse thought. Johto was pleasant, not having the biting winters of Sinnoh nor the too wet any-season-of-the-year climate of Hoenn – Kanto was the same, but it held far too many memories to be enjoyable.

Not that Johto was shaping up to be any different.

Silver pauses in front of a shop window to study himself – the red rings around his eyes hadn't stuck around long, though he hadn't expected them to. Crying (and, with no one around to act concerned or to make fun of him for it, he will concede he'd been doing such a thing after a visit to Ecruteak City's grand theater) didn't leave marks that lasted past a few hours. Still, to have appeared here in that condition...

He scowls, irritability flaring up as quick as a typhlosion's temper, and continues down the street. Better that he had been able to duck out as soon as possible, the letter clenched in one hand and the rest of the packet pressed firm against his side, before anyone could asked about him. That he'd been allowed to head out into the streets almost immediately and get a moment to clear himself up was perfect.
